Dwight D. Eisenhower said in a quote what was essentially one of Donald Trumps campaign stump speeches "Our arms must be mighty, ready for instant actions, so that no potential aggressor may be tempted to risk his own destruction".  Known by many, later on and into the Kennedy Administration, as the term "Mutually assured Destruction" or M.A.D. and considering the possibility would be MAD as in insane. 

Donald Trump is promising to bring America's military force to a level or restore it to a level that no one would want to take us on and mess with the United States.  That's essentially what Eisenhower was saying then.  Many would still reduce the military in an attempt to save money for other resources and purposes but fail to understand that weakness tempts military attacks far more than excessive strength does.

I imagine Dems will want to continue shrinking the defense budget and using the savings for vote buying new entitlements while world events hint that these times might be rhyming with the 1930's. Since it takes time to manufacture modern  weapon systems and train people to use them, a continuation of the Obama era might be suicide.
