Lauderdale county has over 10,000 veterans with surrounding counties having less each. Turn the bottom floor into a veterans clinic provideing more services than now provided by the VA clinic. Have the next few floor as a small veteran hospital. Turn the upper floors into a veterans nursing home for which there is a shortage of now. The basic building is there now, food service is there now. The rooms would have to be enlarged but that would be just about the only remodeling needed.  The federal gov't would cover nearly all of the cost for this project and very little cost to the city of Florence. If this  is not done in Florence some other cities will provide it. This is a much needed service for veterans and is not provided in the area now.

The local governments involved don't even have the funds that will be required for abatement let-alone tear it down and haul it off.

It would be best to tear it down but there are so many things that it could be turned into.  Like a place for homeless children,  place for the Veterans, or for the elderly. But you're right, there's not anyone that can afford the bills and if it is not done away with it will only deteriorate and become a refuge for the homeless or drug users and we don't even need that. 

case in point:

 

several years ago the dumb azz city of Florence took over the  hospital parking deck that was owned by a private firm that constructed and operated it.

 

The original construction techniques of "post tensioned" concrete beams was at the time questioned because the steel cables running through the beams were tightened after the concrete was in place. The concern was for future demolition problems of the beams becoming bombs of potential energy if cut. We are talking about millions of units of energy when released. Very costly undertaking to demolish these beams.

 

well guess what? you guessed it. The wise city was hoo-dooed into taking ownership of the parking deck. Now the steel cables inside the structure are failing to the point that the bottom  surfaces of the upper deck are spalding off on chunks and the upper deck has been close for fear of collapse.

 

I just hope someone can come up with a solution that won't cost us the farm.
