If you look at the extreme cases (Nazi Germany, Facist Italy and Communist USSR) war has been pretty good at solving them.
I do look at them. The USSR was not broken by war, it collapsed internally because the economic system was unsustainable. THE RICH GOT RICHER, AND THE POOR STOPPED WORKING. There is an old, Soviet Era Joke, "We pretend to work, and they pretend to pay us." Another, "The Price of a loaf of bread is one ruble, and a day standing in line."
Another, "When a Russian sees a line, he stands in it because he knows he does not have whatever is being sold."
Nazi Germany was not defeated because it was Fascist, it was defeated because it was expansionist. They tried to dominate the world, or at least the European Part of it.
The Third Reich set back the march of Fascism for half a century. The half century ended in 1996. It is my opinion that when drawing parallels between the rise of Nazi aggression it is necessary to consider Franco's Spain, and Mussolini's Italy. In the world model of today, Australia plays the role of Spain, England the role of Italy, and the USA the role of Germany. It is not pretty to look at it in that way, but I think it is an accurate simile.
