For Halliburton, it's nice having connections.

Haliburton is often the only company that can service a contract. They can charge what they want. Sometimes government contracts are written to ensure that a preferred source will win.

Halliburton's largest profit centers are its oil industry based business, mostly involved in finding oil, planning its distribution and exploitation, not actual pumping and refining.

True, they are one of the few companies that has infrastructure in place to provide the service required. However, they aren't the only one -- PA&E and Vinnell Corp are two others.
