There are a lot of good people in the FPD and that's why it's such a shame there are so many problems.
Better leadership would solve it, raise morale, and better the department and the whole city.
Pay the rank and file more, streamline all the top-heaviness, and free-up resources to where it belongs. With the rank and file.

What I wrote is what a whole bunch of people think. Carrier has the nerve to do what is needed. I am with you too FDR in voting for SEC on August 26th.
