I am not sure the Costa Rican government would allow him more than an extended tourist visa, having that narcotics rap and all -- most countries frown on narcotraficantes trying to settle there.

The democratic party today are not liberals, they are socialists. Classical Liberalism believes in the individual liberty of the person and it's freedom to live and operate without the constraints of government.
