If you're talking about the Florence-Lauderdale Government Building, there is a small parking lot on the ground level. It wouldn't be that hard for someone who is really handicapped to do. The purpose of these tags is to assure the holders do not have to walk ten miles to get where they wish to go.

 

If you're talking about a genuine annex in some other county, you could be right. I have no idea where they are located.

I don't even know what this left turn in the thread is about, but I DO know that there are people with things like asthma or heart trouble who don't LOOK handicapped, and yes, they CAN walk, but their doctors approve them getting a handicapped sticker because to walk all the way across a Walmart parking lot could possibly kill them or make them very ill.
