This was a border dispute. And the "shedding of blood" happened in the disputed area after Polk's unauthorized movement of troops into the area. Not technically "American soil".
Polk was critized by the congress just as the war was ending for "a war unnecessarily and unconstitutionally begun by the President of the United States."
A memember of congress wanted to know the exact "spot" where this "shed American blood upon American soil" took place...and as pointed out, it came to light that it was in disputed territory.
Ironically the memeber of congress who pushed for this was the soon to be "dictator" Abraham Lincoln.
Anyway alot of comparisons could be made to modern day presidents and war...but not immigration.
