Speaking of Who is not paying federal taxes, JT  you have been listening to too many talking points that were fake news provided to you from your Democrat Party Socialist point of view and Major media feeds upon it. I have brought this subject up previously as being 47% of Americans don't pay any Federal Taxes. Looks like there is a revision and it is closer to 45% of all Americans. Here's the Truth that you distort of where money comes from that pays the Bills at the federal level.

Many Americans don’t have to worry about giving Uncle Sam part of their hard-earned cash for their income taxes this year.

An estimated 45.3% of American households — roughly 77.5 million — will pay no federal individual income tax, according to data for the 2015 tax year from the Tax Policy Center, a nonpartisan Washington-based research group. (Note that this does not necessarily mean they won’t owe their states income tax.)

Roughly half pay no federal income tax because they have no taxable income, and the other roughly half get enough tax breaks to erase their tax liability, explains Roberton Williams, a senior fellow at the Tax Policy Center.

Despite the fact that rich people paying little in the way of income taxes makes plenty of headlines, this is the exception to the rule: The top 1% of taxpayers pay a higher effective income-tax rate than any other group (around 23%, according to a report released by the Tax Policy Center in 2014) — nearly seven times higher than those in the bottom 50%.

On average, those in the bottom 40% of the income spectrum end up getting money from the government. Meanwhile, the richest 20% of Americans, by far, pay the most in income taxes, forking over nearly 87% of all the income tax collected by Uncle Sam.

Who ever pays for the wall, Mexico or tax payer, the country will benefit, build the wall, then send illegals back and let them re-enter LEGALLY...to fill those jobs void by Americans too lazy or just don't want to work and would rather live off the hand-outs from government agencies and cry, "Its Never Enough". Get a Job & help yourself. Those jobless seeking work & their family will be proud they did..in more ways than one.

To re-inburse the cost of the wall isn't that hard.  Seized assets of the cartels, transaction tax on money wired to Mexico and central America, increase visa fee, an import tax. 

Fine the ones hiring them too. 

Fine the s*** out of them, from the big companies to the ones hiring them for housekeepers, gardeners, chicken workers, etc. Fine the churches for giving them sanctuary, cut federal funding to the cities that give them sanctuary, and pull the tax exempt status of the churches or any other organization associated with giving them sanctuary and help. Fine any land lord that rents to them. There are many ways to hit them.

To be fair to some if not most of that 45%, their full time jobs were either converted to part time post Ol'bamadon'care jobs or shipped to other countries. Now they get the "Earned Income Tax Credit" welfare plus other gifts from Socialist Hey-soose. As for Ol'bama:

Phasing in e-verify as mandatory is the best way to do this.
