If so, then that's not a normal camera, it's a opticom infrared signal detector. It's where the myth that flashing your lights at a light will make it turn comes from. Police, Fire and EMT cars have the proper infrared emitter on their car and the camera automatically gives them the green light when on a call.

Say what you will, but that area needs cameras. On any given day and time you can see people running those red lights. Since I moved up here in 2007 there has rarely been an occasion where I am in that area and witness people running the red light and I shop at that plaza regularly.
Recently when we were coming out of foddlands parking lot our light had already turned green and 3 count'em 3 cars ran the redlights.

The reason for that is the short cycling yellow light. It stays yellow for a much shorter time than any other light I've seen. And the fact that there is no delay between one direction changing red, and the other changing green, you are bound to have someone run the light.

A complete makeover of the intersection wasn't needed. What was needed, though, was a traffic light engineer that new what they were doing.
