No doubt. Before I left Connecticut, There was a guy who had apparently lost his job, his house, and pretty much everything of value that meant anything to him. First thing he did was rob the local NewMil Bank in New Milford, CT. The very next thing he did was take some of his haul to a prominent lawyer in town to retain his services. Then he went home and waited for the State Police to come get him. He surrendered without incident and all but the lawyer's fee was recovered.

His plan was simple. Guaranteed three hots and a cot for quite some time-courtesy of the state of Conecticut.

Now if THAT ain't desperate-I dunno what is.
The police bolo that was transmitted by the first officer on the scene relied on a eye witness statement that the subject was 6'2" tall. The updated bolo indicated that the surveillance video showed he was between 5'6 and 5'9".

Its absolutely normal for eye witnesses to misjudge height, weight and other characteristics in situations like this.

So why do they wait so long on posting a photo from the surveillance video. He was on foot, so it looks like it was a local job, and someone would recognize him if they posted a photo.

Define "so long". The T/D had a press release by 12:00 noon (I received a text about it then). The photo was on the 5 pm news, and the video was on line before that.
