It is no wonder there is beginning to be a shortage of doctors. When they have to pay up to half of their salaries just for malpractice insurance, it becomes a disadvantage. Find a way to change that and you may see the market for doctors change. They would have more reason to get into the business.
Millions, if not billions, of dollars in scholarships are available every year. FREE money. Why is that not good enough? Why do we have to have a government-controlled lottery for education? That makes no sense. If people want the lottery then fine, have it. But don't pitch it as saving the kids' futures and providing money for education. Pitch it as, 'I want to gamble and I don't want to leave my state to do it...(oh, and if it helps the kids then great)'
Increase in population, and it may not be because of the casino's in Tunica, but I may think it has a little something to do with it, according to the Memphis Commerical Appeals paper dated 05-05-08.

From 2000 until 2007 the increase.

Tunica County increase by 1,226 people

Marshall County, Ms. increase by 1,702 people

DeSoto County, Ms. increase by 42,194 people.
