That is a sensible question to pose. I will try to answer it.

Starlings are known to cluster together in very large flocks and to roost together by the thousands. Very few, if any, other species of birds associate with these roosts. When poison is delivered, it is placed very near areas of intensive starling activity. Thus, most or all of it is eaten by these obnoxious, destructive, non-native scumbirds!
I, for one, am sick and tired of these illegal transplanted avian aliens coming over here and taking the seeds from the mouths of our native species. They fly over your house, over your car or swimming pool and sh!t everywhere. They take the prime roosting spots of our hard working native birds and, well, there goes the neighborhood..if you know what I mean. We have sat here doing nothing long enough. Now normally I am a peaceful man but enough is enough. I think our government is to be commended for it's actions and believe they should implement the extermination policy on a nation wide scale. That goes for the illegal fly-overs by Canadian Geese and monarch butterflies too. Put up a net around the whole **** country and kill any thing that flies in. Don't even get me started about the foreign fish and barnacles that clog our waterways.

There you go, Mr. Blue, downing an entire "population" due to the actions that are negative to you. Have you ACTUALLY witnessed the actions you describe? Or, are you one of those who simply do not like them because they do not "appear" as pleasing, as say, a bluebird?
You also fail to mention that these "aliens", as you call them, do a service that "native" birds do not do. There are many insects that they dispose of that the "lazy" native birds will not eat. Should you do away with the "non natives", who would fill their slot?
I think you may be a little "birdist" in your thinking.

My nephew who is career Navy has served many of his days in communications. He was decorated during the gulf war 2. He told me about playing around with microwave antennes and turning them on sea gulls and frying them.
That said, HAARP has a power rating of One BILLION watts of power. These power levels are capable of vibrating rock formations six miles deep in the earth. This technology would certainly kill birds. There is a history of HAARP experiments at sea producing burnt fish and dolphins.
