Let me start by saying that I know nothing about the Navy. I don't think someone stands on deck and steers the ship with a big wooden steering wheel. I have read that they have a lot of electronic devices to steer and navigate the ship. Is someone in that part of the world doing something to mix up the guidance system?

Someone stands on deck and steers the ship. In fact, there is an officer of the deck, a conning officer, a helmsman, a lee helmsman, a quartermaster, a boatswains mate and an operations specialist in the pilot house. There are lookouts on the port and starboard bridge wings and on the fantail. Even if someone was spoofing GPS or tapering with SINS or the RADAR systems were not operating properly, none of that would cause a collision. 

At least one Admiral has now suffered a price for the four events this year.  Others have said that the problem is far more than just one Admiral but the fact that many years ago we had a 600 ship naval fleet that was doing what they are trying to do with as few as 260 ships today.  Now take those numbers with a grain of salt because I don't remember the actual numbers or the source of the report so they might not be exact.  The thought though is that our Naval forces today are not nearly as trained and ready as those of the past. 

I'd say with the recent turnover of the Admiral being held to account that other Admirals will re-examine their policies and training and start to do things differently as no Admiral will want to relinquish his command, not at that level. 

Now I don't know for sure but the last Admiral, that high, that suffered such a fate and disgraceful demotion or action was when the Admiral at Pearl Harbor was held accountable for the attack on Pearl and the way we were caught off guard then so it's surely not a resume enhancer by any means.  I do believe though that long after his death the Admiral held accountable for Pearl Harbor was eventually cleared and the action overturned but that did nothing for the Admiral himself for he was long dead by that time.
