Every day I experence the same problem. No matter where Cox Creek or where ever people still playing thier music to where all lanes of traffic can hear it. Is the noise ordinence here in Florence not being enforced? HMMMMM?????

Nah, I hear the dumpster lids banging every morning, quite often before daylight. And I live over a quarter a mile from a business.

I don't care if tomorrows youth will be deaf, but I do wish I could pick what they're listening to.
My over 80 yr old father rolls his window down while at the intersection next to those rap blasters and when they see it they roll theirs down and turn down the stereo, he hollers over is THAT ALL YOU GOT ? CRANK IT UP !!! as he rolls away at the light change....

Most municipalities and states have 'noise ordinances' on the books. Finding an officer that KNOWS what the ordinances ARE and is willing to ENFORCE them is talk for a whole 'nuther thread.....
Having said that, TN has such an ordinance. It states that '.....IF an officer can hear an audible beat from 100 ft, said individual/motorist is in violation....' In my former AO, such a violation would cost you $100 (fine) + $30 (court costs). Each officer could use his/her own discretion when confronting a violator with regards to issuing a citation or not. FWIW, the majority of such violators that I stopped and cited were WHITE.
On and around a busy highway it is quite difficult to pick out the specific vehicle that is in violation. And, the little thugs know to turn it down when in sight of a marked patrol car.
