You failed to mention that this applies only to communities seeking federal funding... If they don't wish federal funding, they are under no obligation... I'm sure this was an unintentional oversight on your part...

Methinks the subsidized housing alone is not necessarily the problem, but multiple tenant buildings, like apartment complexes taking that money is the root of the problem.
