Let us hope that if this initiative goes into law, there will be some kind of requirement that those hires are made or those investments are made or else the tax deduction is forfeited. Otherwise, there will be an incentive to some of these "entrepreneurs" to simply pocket the benefits of the tax break as additional profit to the "small businesses."
