You can't find insurance for $15 grand a year for one? You ain't trying. I pay about $7 grand for a family. That is with my company paying half. So $14 grand for a family.
Are you 75 years old, with several pre-existing conditions, and an history of increasing ocurrances of illness?
Likewise, your auto insurance will be lower if you have had no accidents in the past five years than if you have had three wrecks, all your fault, in the past two years.
Plus, why should they have to go around shopping for the best deal, the best coverage, or the most affordable when they have one-stop shopping now? You really want to put my 75-year-old example at the mercy of private insurance sharks? On a limited budget? With the sharks knowing exactly how much they have to spend?
