It does but there is also a law that says "move to the right and yield to emergency vehicles" -- the other day, I watched a Florence Fire truck and a police car have to maneuver through traffic because people kept going and ignored them and the ones that did notice STOPPED WHERE THEY WERE and so the truck had to go into "oncoming traffic lanes" just to get around.

One of the big problems with LEO folks is that some, not all, but some leave their vehicle 2 to 3 ft on the pavement. That is ok if there is nothing coming up on you.. If there happens to be both lanes of busy traffic you are going to be very close to that officer when you go by. They need to be aware of that.

Hence a law to SLOW DOWN or MOVE OVER. They leave that vehicle out there a few feet to protect their physical body and that of the person stopped.

It is supposed to FORCE awareness. Although even THAT doesn't always work for some morons behind the wheel...

People are too busy talking on the phone or listening to a radio with the volume large enough to burst eardrums or eating to pay attention to silly warning lights and sirens.

I saw this just yesterday in downtown Bham when a policeman pulled over someone. He was probably 3 1/2' from the curb. I thought to myself, "What's up with that?".

That said, that video is scary as crap. As someone who has been stuck on a bridge on an interstate (clutch went out), it's not a fun place to be. I don't envy those cops at all! But how do the people that hit them not SEE them?

I always get over (if traffic permits) for any vehicle on the side of the road. It's just common sense.
