I would find it very difficult that the TimesDaily could ban an entire ISP. That would involve blocking out a huge range of IP addresses and would probably eliminate half the members here.
The only way I know to block a member is by blocking a member name or a specific IP address. However, most folks have what is called a "dynamic" IP adress that changes from day to day (or perhaps week to week). So blocking an IP would probably have no effect on a person determined to post here.
Until the TimesDaily institutes a registration process that validates users, any banned user should be able to sign up for another account an begin posting immediately.
