The Mods are EH and AM- they are the ones who decide these things.
I don't know why some are locked and some are deleted. I guess it depends on how heated the topic becomes, or if they feel it might become libelous.
I've seen many locked and deleted, over time, and it seems those two issues are pretty much the majority of the cause for deletion/being locked.

For the other issue, I read the thread, and couldn't understand why there was an arguement. Whileas, better wording could have been chosen on either side; I think that Donna's intention was to help. I think she was trying to tell the people on the thread that the speculation could turn libel and that kind of thing is usually deleted.
That's just my observation. I didn't see malice in her words, nor really on the other side. Seemed like it was a misunderstanding with words, instead of really an arguement. That happens a lot, the type written word is sometimes hard to gauge.
My suggestion, is to ask EH or AM. It's good to know what to /try/ to avoid so that our threads and those we reply to, do not get locked and deleted.
