They'd call the cops, who would then ask if they could call your family to come get you, or if you knew the number to the "home" you walked away from. Most likely offer to buy you a soda until someone could "come get you".
I hate the way the saggy pants look also. But realistically unless the dude's crack is showing it's no different than daddy's little coed in her lowrise jeans and a thong sticking out the top. Or a bra strap or other parts of the bra exposed. It's just underwear. If you watched the Macy's Parade you got a great view of a huge Victoria's Secret billboard showing a woman in a bra plastered on the side of one of the buildings. It showed up multiple times during the telecast. And the sideways hat thing, while again not my personal taste isn't really an issue. So we don't like the way it looks. Big deal. Some cowboy hats look stupid too. Some of the "trendy" fashion is utterly ridiculous looking. My parents didn't like some of my fashion choices. I don't like some of my kids' fashion choices. I don't like some of my fellow attorneys' fashion choices for that matter. But if you're going to arrest people for showing their undergarments it needs to be evenhanded. I figure this guy got it because he mouthed off.

While Walmart is open to the public I suspect that they still maintain private property rights and would be able to ask you to leave if they wanted to. I also suspect that the security is considered to be an agent of the property owner. I also suppose this cat could hire himself an attorney and file some sort of discrimination suit. Walmart would possibly have an argument for their evenhandedness if their policy is to act only when patrons complain of offensive dress.
