Whats wrong with this city?

I am a concerned citizen of Muscle Shoals. I recently learned that there was a problem with one of the full time employees that is still under probation. The employee threatened her boss and has not fullfilled her duties, and this employee has even threatened to sue the city and all they got was a slap on the wrist! Please tell me how this is fair.
