I don't fell like searching for it at the moment but I am nearly certain you are greviously wrong. I do not know of any government publication that has ever been copyrighted.

The city may "own" an item but that it not a "copyright."

As for your next comment about a copyright on he website, that notice is likely for the benefit of the web author. This is an issue I am very experienced in. Whomever designed the website can own the copyright to all content and photos. If I were to use those photos or content in a publiocation for commercial purposes, the web author could take action against me.

In this case, the city CAN purchase the copyright from the web author but cannot prohibit anyone from using the material commercially.

City's can own copyrights. Here is San Diego's copyright ownership info.

Again, when I worked for the City of Murfreesboro, we to make sure the copyright info was at the end of every meeting and program. The city owned the rights to the broadcast.

Florence's franchise agreement is different, but most likely they own the rights to their meetings just as the city of Murfreesboro owned theirs. Comcast could own the copyright to the city's meetings, but that would be pretty bad if they let them. That means the city would have to get Comcast's permission to make dubs if requested and Comcast would have control over the dub fees and could refuse. A city allowing an outside party own their public records is just dumb, I'd be surprised if that's the case.

Comcast also airs commercials on other channels such as Comedy Central. They don't own the copyrights to their programing.

You don't have to take my word for it. I only have a degree in mass communications, emphasis in TV production, 4 years in municipal cable television, and currently working for Comcast in TV production. It's just my career to know this stuff, but I guess you know more about it than I do.

How many years in television broadcasting did you say you have?
