Why do we elect a superintendent and school board if the head football coach is making hiring decisions?

I am unclear on the specifics of Alabama posting laws, but I thought it was unethical to promise a position to a person still under contract in another system, go ahead and have them start coaching, before there is a vacancy posted. Why do we have posting laws? Why do we have head football coaches calling the shots? Can someone please tell me who is running our school system in Colbert County? Why do we have a board if they have no real power? The new principal, whom ever that may be, should make the personnel decisions for the next school year. And Billy Hudson and the Board should not go along with the hijacking of their power and the disregard of ethics.
