Your story reminded me of my Cousins Apartments in New Haven Conn., she was renting out ~ 1980's. Her Tenants were mostly Spanish (as she called them). She knew they were signing up for Housing, electrical, Medicaid, welfare, and in some cases unemployment checks, as well as other government assistance money. As my  cousin later found out. The trick they used was to sign up for all the above that was available, so called entitlements, in Conn., Vermont, and Mass. They had friends in each state, in which each claimed to be residents of the others state and use the appropriate address, as being their residence, of their friend, who did likewise with their address. Their job was to drive up to each others state/city and reaffirm/sign up for the next paycheck for that state/city. This is how they received checks from 3 different states. According to my cousin, they all drove new cars/vans, to boot...

I was quite an impressionable youngster at the time & was really impressed that my cousin a few years my senior had actually made such a large purchase, but I know she was making payments on the apartment house she had bought. I'm sure she only wanted the money to make her payments to the bank. As a southern young man, During my visit, I was shocked when she told me, If any of the (tenets) gave her any trouble what so ever or were late making rent pmts., she notified the local GANG members and they took care of the matter... Said she knew them & didn't take any BS from them.. and they mutually understood each other... They co-existed/trusted each other in a rather strange way... Like I said, I Was Shocked!!!, that kind of lifestyle didn't exist down south..at least anywhere I had ever lived.. we would just notify police or authorities here, but she notifies a GANG when thing were not right.. It was pretty weird..

It seemed like a strange way of life, in that part of the country & inner City..
Yes, it simply Amazing:

Simply Compounding the amount of errors/scams over time and soon it all comes to an end point... As politicians would say, We Need More Revenue.. to pay for what we have been dolling out and continue to pay what we earmarked money for.

Just add up all the taxes & fees you already pay out to governments- Fed, State, County, City, Property,Auto, Boats,, I mean All taxes & Fees.. sales, Gasoline, LP Gas, Diesel, Alcohol, tobacco, playing cards, Boat license's, Auto & Trailer licenses, Real Estate Fees and Taxes.. Capital earnings, Dividend & Interest earned. SS for the hired baby sitter? List goes on & on. You get my point. It adds up to more than just payroll tax ~ 28%. Possibly expands to 50 - 55% of Earnings.. and more for higher earners of 35-38% tax bracket. I love the way the State/county officials set up Property Tax collections, to confuse everyday folks of voting for another 3mil tax on real property.. "After all its Only 3mils" LOL

I enjoy reading your topics
